[carousel] Update marker group scroll snap areas when they change. Replacing the innards of a scroll marker group when it gets laid out by a sibling (the scroller) requires more rocket surgery than what we had. Just update the propagated_data_ member, which happens to contain any snap areas (and other goodies too, which should benefit from being carried over properly). Move MutableForOofFragmentation::Merge() into the .cc file, since it's a grown-up function now. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
