[floss] Only reinitialize device properties if name changed

Sometimes we get device property name changed events even though
the name hasn't actually changed. Check if the name is different
before re-initializing all the properties.

Also don't do anything if we get CoD changed events since there
are bugs with CoD becoming invalid once the device is bonded.
