Add UpdateBehavior argument for Element Focus functions We have many focus functions that can be overriden and used in blink: SupportsFocus(), IsFocusable(), IsKeyboardFocusable(), IsFocusableStyle(). When calling these functions from accessibility code, we should not trigger an update to layout/style. This CL adds the enum UpdateBehavior to Element with the default value kStyleAndLayout to update the style/layout and kNoneForAccessibility which should only be passed by a11y code to avoid any layout/style update. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
