Remove incorrect WebAppIntegration CUJs. When an app is not locally installed, it does not make sense to launch it from a platform shortcut (as there shouldn't be a shortcut). This only happened to work on non-Mac because the launch-from-shortcut implementation on those platforms doesn't actually depend on a shortcut existing. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
