[Passwords] Fix metrics reporting on iOS Before this CL: StoreMetricsReporter was created a local variable and hence was killed immediately after going out of scope. After this CL: StoreMetricsReporter is correctly assigned the metrics_reporter_ member variable such that it survives until metrics reporting is compelte! For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
