Fix default for DeviceAutoUpdateP2PEnabled The default for DeviceAutoUpdateP2PEnabled has never been right (See crbug.com/256569100). Update it to the actual value, we are unlikely to change the implementation at this point. The wrong default value makes our server-side UI display unexpected values to customers. While it can be worked around, it confuses everyone. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
