media/gpu/v4l2: add entry point for new binary v4l2_stateless_decoder This CL adds a new binary v4l2_stateless_decoder which will be used for v4l2 stateless platform decoding. This CL includes explanations for basic options used for the binary as well as processing these options from command line. Upcoming CLs will add more functionalities, this CL just lands the skeleton. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
