[SxS] Give each WebContents a status bubble This breaks the Browser/BrowserView assumption that there is exactly one StatusBubble, but makes it possible for the inactive WebContents in a split to show URLs on hover in a status bar anchored within its bounds. Previously, the status bar would always be anchored to the left WebContents in a split, and would only respond to events in the active WebContents. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
