Reland "arc: Enable out-of-process video decoding."

This is a reland of 7cc17f93baac58ed5353277ce2b488a243170e9b

The original change was reverted due to CTS failures (b/217355355,
b/217098462, b/217133005). I have landed fixes for those: CL:3462526 and
CL:3448193.
