arc: Add uuid to PowerHost & Send its interface version This CL annotates an UUID to the Mojo interface `mojom::PowerHost` which is needed to identify it when communicating with the ARC side. This CL adds an `InterfaceVersion` object to the data sent to the ARC side during initialization. By sending the interface version in advance, we can reduce a `QueryVersion` call from the ARC side. Along with this change, we need to fix `InterfaceVersion::operator<` to make it `constexpr`, since we use `std::sort` in a `constexpr` region. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
