[ios-blink] Remove stream tracking from AudioManagerIOS Currently, stream tracking variables serve no meaningful purpose. They were merely copied from the macOS implementation, where they were utilized to determine buffer size. However, for the minimal iOS implementation, such a requirement does not exist. Therefore, this change removes stream tracking from AudioManagerIOS. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
