iwa: Wire up `IsolatedWebAppTrustChecker` to validation

This CL wires up the new `IsolatedWebAppTrustChecker` to the Isolated
Web App parsing and validation process:
1. The Signed Web Bundle's Integrity Block is parsed and the public
   key(s) contained in it that were used to sign it are extracted.
2. The `IsolatedWebAppTrustChecker` is used to check that the
   browser trusts the public key(s).
3. If the browser trusts them, we verify that the file contents match
   the signatures corresponding to these public keys.
4. If the signatures match, the browser then continues parsing the
   Signed Web Bundle's metadata, etc.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
