webauthn: plumb a ReAuthentication Proof Token to the enclave. In order to authorize certain operations, the enclave will demand a reauthentication token from GAIA. This change plumbs that value so that it can be sent. (Tests for this are a couple of changes up the CL stack.) For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
