FLEDGE: Use reportContextualWin for additional bid winner reporting This is needed since we generally can't authenticate that the bidder actually produced the bid (unless it's negatively targeted), so we want it to get a chance to opt-in rather throwing data into existing function in a novel scenario. (Also, while touching reportWin, update it to take advantage of mojo's support for optional ints, fixing a TODO). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
