[css-anchor-position] Remove unnecessary visibility observer threshold Position-visibility: anchors-visible only needs to observe when an anchor transitions between being fully-clipped and not-fully-clipped. Because of this, we only need to use a minimum intersection observer threshold, and can remove the additional threshold value of 1. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
