Monitor sample rate change in CATap and call onError() on detections.

Start monitoring for sample rate changes. Any audio captured by the
CATap code will be distorted. When a sample rate is detected we notify
the AudioInputCallback that we have encountered an Error, which results
in CATap getting closed.
