Fenced frames: De-flake savable resources unit test. Changed base::RunLoop::RunUntilIdle to base::test::RunUntil. The test was flaky on android-14-tablet-landscape-arm64-rel and a few other try bots. Included them in the CQ dry run and verified the test is no longer flaky. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
