[lens-rearch][29/n] Start contextualization without ShowUI. This moves all required logic from `StartQueryFlow` in the overlay controller to the contextualization controller to allow it to start without any overlay UI components. This includes: - Capturing the screenshot - Fetching significant regions - current visible pdf page - ui scale factor In follow ups, the logic in the overlay controller will be removed and fully migrated to using the contextualization controller. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
