[infra][wptrunner] Disable autosharding for `*headless_shell_wpt_tests` Tests are being migrated from `*blink_wpt_tests` to `*headless_shell_wpt_tests`. Manually manage sharding for those test suites so that the migration isn't blocked on the autosharder's weekly schedule. This CL manually removes `*headless_shell_wpt_tests` from `autoshard_exceptions.json`, then mechanically regenerates test specs. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
