Reland "[ios] noncq to run tests on 14.0 simulators" This is a reland of 297abb5adf2f4649c01fa34a0bb325fd806de751. Added the xctest argument for iOS unit tests such that they are triggered using the correct test runner. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
