Revert "Enable MessagePort close event" This reverts commit 848e28c638c0abd5821d53a6d9090082350dde17. Reason for revert: crbug.com/323695987 concludes that this feature cannot be launched at the current state. This CL will revert it back to test, and be CP-ed into affected releases. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
