[Price tracking] Add callbacks for error states in utils The price tracking utils previously didn't run callbacks in error states. This is inconsistent and could cause UI to hang in some cases. This patch runs the callbacks in those cases for consistency. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
