[iOS] Build menu from main app delegate This CL register key commands only once on launch, that appear in the app menu. This need to be done at launch because at the runtime the OS ask the responder chain to see if one of the registered key commands can be performed to be displayed in the menu. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
