Attempt to fix non-determinism caused by third_party/webgpu-cts/. The code is invoking third_party/node/node_modules/typescript, but does not properly declare its inputs so that targets re-trigger when node_modules/ change. The non-detirminism was discovered after rolling TypeScript to a newer version at crrev.com/c/4160349. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
