Disable implicit `this` capture warning in MediaPipe Upstream MediaPipe builds allow implicit `this` capture in lambdas, but Chromium builds with C++20, where it is deprecated. In order to avoid being broken when rolling MediaPipe versions, let's disable the implicit `this` capture warning when building MediaPipe. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
