WebView: Simplify webview_ui_test_app_test_apk by removing apk_under_test This apk_under_test complicated another thing I was working on (disabling test animations), so I though I'd simplify it. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
