[Extensions] Inline FetchItemSnippet code in Start() This used to have a branching path in Start() while we were migrating to the new Item Snippet API endpoint, but that branching path was removed in crrev.com/c/6363316 when the migration was complete. Now we can just inline the only code path to make things cleaner. No behavior change is expected. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
