[Quick Delete] Handle tab groups during animation This change will make it so the fade animation on a tab is only triggered on tab groups if every tab in the group will be closed with Quick Delete. Otherwise the tab is skipped during the animation and will only reflect the closure afterwards when the tabs are closed. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
