Remove `RecordUserEvent(const UserEventSpecifics&)` overload. This change removes the `RecordUserEvent` method that accepts a const reference to `UserEventSpecifics` from the `UserEventService` interface and its implementations. All call sites have been updated to use the `RecordUserEvent` method that takes a `std::unique_ptr<UserEventSpecifics>` instead. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
