Update vulkan-deps and Dawn

vulkan-deps rolls were stopped because, via
https://chromium.googlesource.com/vulkan-deps/+/f8fbc1af1572,
https://github.com/KhronosGroup/Vulkan-Loader/commit/d1db6c5bce9e caused
abort calls. This is fixed, via
https://chromium.googlesource.com/vulkan-deps/+/7ead01a90b31, in
https://github.com/KhronosGroup/Vulkan-Loader/commit/da810336e761.

The vulkan-deps update range includes, via
https://chromium.googlesource.com/vulkan-deps/+/feb59519331e,
https://github.com/KhronosGroup/SPIRV-Tools/commit/d35a78db57e6. That
change switches some internal uses of the SpvOp unscoped enum to the
spv::Op scoped enum. This requires Dawn
https://dawn.googlesource.com/dawn/+/eb949c87ee5a, which also switches
to the spv::Op scoped enum.

The Dawn range also includes
https://dawn.googlesource.com/dawn/+/0a7364815ce9 and
https://dawn.googlesource.com/dawn/+/865c3f8e94e4, necessary to suppress
test failures in webgpu_cts_tests on dawn-win10-x86-deps-rel. See
https://crbug.com/tint/1753 and https://crbug.com/tint/1755.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
