Extract credit_card_access_manager_risk_based_unittest.cc credit_card_access_manager_unittest.cc is 4500 lines long, and contains about 7 different test classes. This CL is the second step in splitting up the unittest, by extracting tests related to risk based unmasking out into a separate file. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
