Remove most of MockTab casting

Follow up from discussion in https://crrev.com/c/4880465. It
was suggested that MockTab utilities should return a MockTab
so the caller doesn't have to cast to a MockTab. This
CL removes all but 1 instances of MockTab casting. The one
scenario where it's still necessary is in MockTabModelSelector
when overriding getCurrentTab().

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
