Mark deadline-max-rAF-dynamic.html flaky on all platforms virtual/threaded/external/wpt/requestidlecallback/deadline-max-rAF-dynamic.html was previously marked as flaky on Linux, but our implementation doesn't support dynamic deadlines, so this could be flaky on any platform. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
