[E2E] Add SafeAreaConstraint to disable bottom chin scrolling Allow DisplayCutoutHelper to set SafeAreaConstraint for the tab. When constraint exists, the bottom chin will disable its scroll. This behavior change is flag guarded by EdgeToEdgeSafeAreaConstraint. Currently, the constraint is considered as viewport-fit=contain and planned to change after crrev.com/c/6107457 landed. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
