Add WPTs test coverage for H265 loopback video calling. - Sheriff? See message below. Prior WPTs only verified that H265 could be negotiated in WebRTC, trusting lower layer unit tests to confirm encoding and decoding is working. In this CL we test the whole stack, confirming that both encoding and decoding is happening for this codec using getStats(). Unfortunately, the CQ bots does not have H265 HW support so we have to expect "PRECONDITION_FAILED" for now. Message to Sheriffs: If this CL causes waterfalls to break because those bots have sufficient HW to run the tests (and this no longer "PRECONDITION_FAILED"), please consider adding the corresponding platform specific -expected.txt files or updating TestExpectations with [Pass Failure] rather than reverting this CL if possible. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
