COOP: restrict-properties reporting 2.5/*: Fix some COOP: RP reporting WPT errors. Addresses a bunch of issues discovered in the implementation patch: - One hard-coded hash didn't match in the https.html.sub.headers file and in the https.html files. - Hard coded hashes need to start with a lower case alphabet character to be correctly parsed. - PreviousUrl is not available in cross-origin scenarios. The tests now all pass properly in the implementation patch. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
