[Android] Make the autofill editor footer a NOTICE list item The footer messages in the address and contact editors were previously fixed at the bottom of the dialog. This change refactors them into a regular editor item, making them part of the scrollable list. This allows for flexible construction of the editor's content, which is necessary because the Home & Work project will require a different order of notices in its UI. Key changes include: - A new NOTICE item type is introduced in EditorProperties to represent non-interactive text messages. - The EditorDialogView's dedicated footer is removed.The dialog's footer notices are now included within the main content. - Logic in AddressEditor and ContactEditor is updated to add notices (e.g., "Required fields *") as NOTICE items to the field list. - An importantForAccessibility parameter is added to the notice item to control announcements by screen readers. - The editable_option_editor_footer.xml layout is deleted. This change also slightly aligns the padding of the "required field" and "record type" notices. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
