[Extensions] Properly scope promise rejected crash key. The crash key was an unnamed object so it was being immediately destructed after construction. This ensures the object keeps in scope till the end of the function and thus the crash key gets set correctly. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
