Revert "[webengine] Add support for persisted data directory and HTTP cache" This reverts commit 1ba9d668c2def82a86068dd9d9d8f738e9f7d2ae. Reason for revert: Implementation is not wired up to be usable by any clients, and introduces unnecessary blocking I/O during startup. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
