Revert "[webengine] Add support for persisted data directory and HTTP cache"

This reverts commit 1ba9d668c2def82a86068dd9d9d8f738e9f7d2ae.

Reason for revert: Implementation is not wired up to be usable by
any clients, and introduces unnecessary blocking I/O during startup.

Original change's description:
> [webengine] Add support for persisted data directory and HTTP cache
>
> Configures WebEngine's network context to use persistent data
> directories, and/or HTTP cache directories.
>
> The HTTP cache is enabled when a quota is supplied as a command
> line argument, disabled otherwise. This is an improvement over the
> present behavior, which implicitly uses an in-memory cache even when
> memory is tight.
>
> Tests added to verify cookiestore persistence in /data, cache
> persistence in /cache, and data quota limit sourcing from commandline
> flags.

Logo Chromium

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

Learn how to Get Around the Chromium Source Code Directory Structure .

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
