[PriceTracking] Correct alert icon The alert icon on menu dialog and message card isn't dynamically colored and has a different tint from ic_trending_down_blue due to dynamic color cleanup such as https://chromium-review.googlesource.com/c/chromium/src/+/3434114. To fix it, we add a separate icon drawable to make sure the two icons use the same macro. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
