[AW][Dev-UI] suppress strictmode violation in dev ui

This adds a StrictModeContext suppression inside
DeveloperModeContentProvider. It seems as though the calling app's
StrictMode configuration may apply to the WebView service. If this is
the first time an app is binding to the service, then
DeveloperModeContentProvider will read from disk to fetch the persisted
flags.
