[search aggregator policy] Prioritize finch flag require_shortcut over policy Currently, if `require_shortcut` is set by the policy and finch flag, the policy value takes precedence. However, in general, finch flag values should take priority over policy (current behavior for other engine values). This change fixes that by prioritizing the finch `require_shortcut` value over the `require_shortcut` value from policy. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
