Add a copy step for converters to the mojom rule By itself, this copy rule is not all that useful. ATM it's only helpful in ensuring that converters are copied to the correct destination so that relative path import works correctly. An upcoming CL will hook this into the build_webui BUILD rule which would make it a lot more useful. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
