[headless] Refactor full screen request handling https://crrev.com/c/6021359 introduced headless screen support including multiple screens option. This CL makes element.requestFullscreen() API headless screen size aware including the case when the requesting page is located on a secondary screen. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
