[FedCM] Remove desktop UI for iframe This reverts commit 47516228e0e5929c50f438486b8a7ffc11a763e2. Reason for revert: we no longer plan to ship at the moment due to lack of concrete demand from developers. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
