Revert "Create VirtualDisplayUtil interface and implement it on Mac." This reverts commit 79fc88e3799b2ba1d01bd0d4644c4e9a759477d5. Reason for revert: Seems to fail on CI (crbug.com/1518963). I forgot those tests don't run by default in CQ dry runs. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
