[Web Payment] SPC enrollment clientDataJSON.type is "payment.create" Before this patch, enrolling into SPC returned a PaymentCredential with "webauthn.create" type in clientDataJSON. This patch changes the clientDataJSON.type to "payment.create". After this patch, if SecurePaymentConfirmationAPIV2 flag is enabled, enrolling into SPC returns a PaymentCredential with "payment.create" type in clientDataJSON. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
