Further update client-hint docs for adding new hints. This is based on my experience in https://crrev.com/c/4628277. This also moves the information about client-hints types nearer the top, since it is useful context for what follows. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
