Fix powerless condition for HSL and HWB For HSL, a color with a saturation of 0% is powerless[1]. For HWB, a color with a sum white+black greater than or equal to 100% is powerless[2]. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
