Revert "Disable Fontations FontConfig indexing and disregard old caches"

This reverts commit 206882f864fa01256761a755a89054ac61ac3848.

Re-enable Fontations indexing. Indexing issues have been addressed by a
fix in FontConfig. For fonts without family name a name is generated
from the filename. Fonts with incorrect CFF tables are reject, same as
in FreeType indexing.

From 206882f864fa0:

The FontConfig cache version has been increased to 11 in the previous
FontConfig roll [1], so we no longer need a suffix for our cache files.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
